Dr. Guloba is a seasoned macroeconomist, development planner and researcher, possessing over fifteen (15) years of professional experience in development economics, five (5) of which have been at the World Bank in Uganda and Zambia country offices, and 10 of which were with Parliament of Uganda. He is currently the Director of Research and Development Performance at National Planning Authority and also a lecturer of MA Economics and MSC Quantitative Economics programs of Makerere University. Prior to joining National Planning Authority, he was a country economist in the Macro and Fiscal Management (MFM) Global Practice (GP) of the World Bank where he coordinated the World Bank’s economic program and activities in Zambia. Prior to joining the Bank, he served as a principal economist at the Parliament of Uganda, where he was among the pioneer economists in the Parliamentary Budget Office. During his professional span, he has had the privilege of working on key development issues in the public and private sector fields.
