Public Spending in the Water Sub-Sector in Uganda: Evidence from Program Budget Analysis
This paper aimed to conduct Programs Budget Analysis of the water sub-sector in Uganda over the period 1999/2000 to 2009/10 in order to gain further insight and understanding into the sources of funding and how funds were allocated to various programs. Using data on expenditure outturns from the Ministry of Finance, Planning and Economic Development, the study established that with the limited resources available, the efficiency of allocation has been high as non-wage expenditure has attracted the highest allocation. In addition, development expenditure has seen increased reliance on domestic funds and reduced dependence on fluctuating donor commitments. To sustain the provision of safe water in both urban and rural areas, the water sub-sector should develop the human resource capacity to match the level of infrastructure development, whilst having an equal focus on operations and maintenance plans.
