Maximizing Benefits of Oil Extraction in Uganda
Recent exploration efforts in Uganda's oil and gas industry have had immense success. The most recent data indicates that about 3.5 billion barrels of crude oil has so far been confirmed to exist underneath the Albertine Valley. This policy brief examines how Uganda can accelerate growth and maintain intergenerational equity using oil resource. Specifically, it provides summary options for maximising rents from oil extraction in Uganda. This would involve ensuring efficiency in oil extraction whilst also providing oil companies and other industry operators with an incentive structure that would enhance investment in the sector. This would require the Government to enhance its regulatory capability through the building of a critical human resource base, setting up institutions to promote Government interests and ensuring that the process of granting exploration and extraction licenses are competitive and transparent.
