This study aimed to produce evidence that will help the Government of Uganda (GoU) and other relevant stakeholders understand the challenges facing the health sector; the obstacles that limit the efficient, effective and timely procurement, distribution and usage of medicines; and what reforms arre needed to improve access to medicines for all Ugandans. The study focuses on five main issues in detail: (i) the viability of institutional partnerships crafted between the different stakeholders in the medicines sub-sector; (ii) the procurement and disbursement of medicine and health supplies; (iii) the transportation of medicines from the District Health Office (DHO) and Health Sub-Districts (HSDs) to the lower health centres; (iv) the management of stocks at the facility level, the problem of drug stock outs, and the perception of health service users; and (v) the challenges encountered in the acquisition, distribution and utilisation of the medicines. This report also highlights some recommendations for addressing the flaws discovered.
