Assessment of Informal Businesses in Uganda

Based on a review of relevant literature on informality and efforts to promote formalization and analysis of a quantitative and qualitative survey, this study addresses the following broad objectives: a) profiles the informal businesses in Uganda: nature, composition, and extent of informality and the main reasons for operating informally; b) identifies the political, economic, socio-cultural, technological, environmental, legal, and regulatory gaps and incentives responsible for the persistent informality in Uganda; c) assesses attempts and their effectiveness of the current and previous interventions aimed at promoting formal business operations, and the reasons for their success and/or failure.
