Action Research on change processes and lessons learned of the implementation of the Skills Development Fund (SDF) in Uganda

The implementation of the pilot Skills Development Fund has contributed positively to the relevance, quality, access, effectiveness, and efficiency of skills development in Uganda. The SDF has driven the creation of public-private partnerships for the provision of non-formal practice-oriented skills development trainings, through making it mandatory in its design that applicants need to build partnerships between public or private non-profit organizations with private sector partners.
