Uganda National Fertilizer Sub-Sector Development Strategy and Investment Plan (NFS)
The DRAFT Uganda National Fertilizer Strategy and Investment Plan (NFS) is a tool that aims at setting up a framework for guiding and promoting enhanced availability and use of fertilizer for higher agricultural productivity in Uganda. The Strategy is constructed on four thematic action areas; namely (i) Creating a conducive fertilizer business environment (ii) Increasing demand and use of fertilizers (iii) Enhancing the supply and distribution of quality fertilizers; and (iv) Effective fertilizer related knowledge management; all of which constitute the fertilizer value chain. Furthermore, the Strategy is lines up the critical resources (human and infrastructural), institutions and arrangements that can promptly address any hindrances that exist or might arise in the process of achieving effective and efficient performance of the fertilizer subsector. The NFS is premised on the principle of ?the private sector-led? in driving the activities along the fertilizer chain, with Government playing the oversight (regulatory) function. The Strategy has been developed to operationalize the National Fertilizer Policy and the Fertilizer Control Regulations, both of which have been approved by the Top Policy Management of MAAIF pending submission to Cabinet. This NFS and its implementation will not only enable full realization of the MAAIF?s Development Strategy and Investment Plan (DSIP) objectives and the National Action Plan (NAP) goal of increasing agricultural productivity and reduction in rural poverty; but also in meeting the Comprehensive Africa Agriculture Development Program (CAADP) targets of 6% agricultural growth. The Draft Strategy was jointly developed by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and the Economic Policy Research Centre (EPRC) with support from the Alliance for a Green Revolution in Africa (AGRA).
