Rujagaata Xavier Mugisha, who joined the Centre in 2009, holds a PhD in Statistics from the University of Manitoba (1981).  His teaching and research career spans a period of more than 30 years.  Among other appointments, he was Senior Research Specialist at the Human Sciences Research Council in South Africa, Director of the Institute of Statistics and Applied Economics of Makerere University and Professor of Statistics at the University of Venda in South Africa.  Prior to joining the Centre, he was Head of Statistical Training and Development at Statistics South Africa.  His areas of research include non-parametric regression, extreme value distributions, tracer studies in education and application of statistical methods in various fields including education, economics and medicine.  He was Member of the inaugural Board of Management of the Uganda Bureau of Statistics (UBOS) 1998-2006, and he represents EPRC on the 2012 Census Technical Committee of UBOS.  He is a member of the Micro Economics Unit at the Centre..
